Abstract: In recent years we experience a new discovery of public participation as a means of dealing with complexity in decision-making processes, for instance in local and regional planning. This entails not only a new idea of
democracy, but an aim to the effectiveness of planning processes and a thorough achievement of the inhabitants expectations. The origins of this approach can be found in different branches of decision-making based on societal learning, which were
developed in the UK and in the US in the past decades: from this point of view, we need at least to mention the Community architecture movement and the Advocacy Planning experiences. In the first case the movement dealt with architecture, while in the
second case we deal with planning experiences at the local level. Community architecture aimed to be an answer to the division between those who designed buildings and those who had to use them, to live inside them; there are manyexamples of this
