Abstract: In Germany a new way of conceiving the time factor within the city is appearing, looking for practical activity fields. The main questions are everywhere the same, and they concern the attempt to build time-schedules
starting from the demand side, rather than from the supply side, as it happens today. Since now, time-schedules for public services were regulated by the supply side, thus ignoring the needs of service users: why are patients woke up at 5 a.m. in
hospitals? Why are parcels delivered at 11 a.m. when addressees are likely to be away from home? Why are public libraries closed on Friday afternoon when working people could spend their time there? It is clear that users' needs are not taken into
account. On the other hand, we must be careful not to simply replace the supply side dictatorship with another one: it is thus important to establish dialogue and communication channels among different actors at the local level (service suppliers, trade
